Acquisition of the right to administer the estate

Application of the investor for the purchase/lease of land or sale of land by the commune:

Purchase of land from the commune
  1. price quote- up to 2 months ,
  2. listing of the property on the board- 6 weeks;
  3. publishing call for tender-30 days, in case the price of property exceeds the value of 100 000 Euro-60 days,
  4. decision on tender I:

    YES:

    7-21 days from decision on tender the sale agreement is signed,

    NO:

    in the period of 6 months, repetition of point 3 ( tender announcement II), possibility of lowering the amount of the property value to 50% of the initial value.

  5. Decision on tender II:

    YES:

    7-21 days from decision on tender the sale agreement is signed,

    NO:

     

    1. in the period of 6 months, repetition of point 3 ( tender announcement III), possibility of lowering the amount of the property value to 40% of the initial value
    2. conducting negotiations in order to select the property purchaser, possibility of lowering the amount of the property value to 40% of the initial value.
  6. Decision on tender III: YES: as above
Lease of land from the commune
  1. for the period of 3 months;
  2. for the period of 3 years;
  3. above 3 years or for an indefinite period- obligation of tender procedure
  4. City Council may release from the obligation of conducting tender for the lease of property for the definite period above 3 years or for an indefinite period of time via a resolution.

Acquisition of right to property and approval for the conduct of activity within Lodz Special Economic Zone (LSEZ). Combined tender for purchase/lease of land with obtaining permit for the conduct of activity within LSEZ.

Realization of investment

  1. Commencement of the project proceeding.
  2. Necessary documentation when applying for the building permit:
    1. extract from the Local Spatial Development Plan,
    2. extract from land and building register (extract from land and building survey): County Office in Bełchatów, Department of Surveying, Cartography and Cadastre,
    3. map for project purposes including the scope of elaboration of the map by a designer/architect and the designers of technical infrastructure: County Office in Bełchatów, Department of Surveying, Cartography and Cadastre,
    4. conditions for connection to network-obtained from network administrators.
      • Water and sewage systems: Zakład Wodociągów i Kanalizacji “WOD.-KAN.”,
      • Electicity: District Power Supply Bełchatów (RE 5), Rogowiec-Kurnos,
      • Gas: Polish Gas Company Branch in Warsaw, Plant in Łódź Heat distribution networks,
      • Heat: Heat Power Company in Bełchatów.
    5. in case when the investment qualifies as enterprise which may significantly impact the environment a decision on environmental conditions ought to be obtained – Investor Relation Manager
  3. Building permit design elaboration.
  4. Necessary documentation when applying for the building permit County Office in Bełchatów, Department of Architecture and Construction
    • four copies of building permit design, agreed and authorized by all institutions as per the official legal and local requirements;
    • declaration on the obtained right to administer the property for construction purposes;
    • in case when the investment qualifies as enterprise which may significantly impact the environment a decision on environmental conditions or confirmation on non-requirement of such decision ought to be obtained
    • other documents required due to specificity of the investment:
      • four copies of building permit design, agreed and authorized by all institutions as per the official legal and local requirements;
      • declaration on the obtained right to administer the property for construction purposes;
      • in case when the investment qualifies as enterprise which may significantly impact the environment a decision on environmental conditions or confirmation on non-requirement of such decision ought to be obtained
      • other documents required due to specificity of the investment.
